J# first, then the city demolition permit
The district's J# is separate from the City of Antioch demolition permit, and the district says the J# is usually one of the things a city or county needs before it issues that permit. Notification is filed online, approved notifications receive the J# immediately, and the start and end dates are treated as the actual work dates. Changing them has to happen before 11:59 p.m. on the notified start date, and an active J# with no activity on site can draw a notice of violation.
Two provisions are easy to miss. Reg 11-2 lets the district, at its discretion, classify work on an owner-occupied single-family house as an emergency renovation if the work falls within escrow or the first ten days after it closes. Separately, a previous survey can carry over to a new project as long as it is complete and nothing has changed in the materials, so ask the seller or prior owner for any report before ordering fresh samples. Checking who does the abatement
Whoever removes asbestos for you, including us, should be able to give you a CSLB license number showing the C-22 asbestos abatement classification or ASB certification, plus current Cal/OSHA registration for jobs of 100 square feet or more. A general contractor can only include abatement in a remodel contract if it holds those itself or subcontracts the abatement to someone who does. The Cal/OSHA databases also let you look up a consultant or site surveillance technician by certification.
